2026 DIDMCA LEGISLATION

In 2026, Oregon and Rhode Island considered legislation to opt out of provisions of Section 521 of DIDMCA, which generally permits state-chartered, federally insured banks to charge interest at rates allowed by their home state when lending across state lines.

Oregon – HB 4116

  • Enacted: DIDMCA opt-out for covered consumer finance loans.

Rhode Island – H 7850/S 2206

  • Did Not Advance: DIDMCA opt-out bills held for further study.
