Public Policy Law Practice
Frank Salinger runs a boutique law practice helping financial services companies and their trade associations unravel federal and state legislative and regulatory knots that impede business. He specializes in legislative and regulatory analysis and political strategy.
Before establishing his practice, he headed the government relations department for a leading issuer of consumer and small business payment cards, where he also served as chief corporate compliance officer and directed the community reinvestment act functions.
Frank formerly headed the government relations programs for the American Financial Services Association and the Truck Trailer Manufacturers Association. His experience as a legislative staffer, operations oriented financial services lawyer, chief corporate compliance officer, and outside director of an FDIC insured state chartered bank gives him practical insight into policy challenges facing business.
He has authored or co-authored amicus curiae briefs relating to issues of industry-wide concern before the Supreme Court of the United States and the First, Third, Fourth, Fifth, and Eleventh Federal Circuits.
Frank is a frequent writer and speaker on financial services, political and lobbying issues and presented at American Bar Association meetings in Chicago, New York, London, and Washington, DC.
He has addressed groups including the Association of Finance Banks of Argentina, the Council of State Governments, Japan Association of Finance Houses, Manufactured Housing Institute, Merchant’s Research Council, National Association of Industrial Bankers, National Home Equity Mortgage Association, National Association of Consumer Credit Administrators, Women Impacting Public Policy, Women in Government Relations, as well as state banking and financial services associations throughout the country.
Frank is a Life Member of the Republican National Lawyers Association, where he headed the national media outreach program and served two terms on the Board of Governors. He is a member of the Federalist Society for Law and Public Policy Studies, and is an associate member of Chatham House (the Royal Institute of International Affairs).
Frank received the 2018 American Financial Services Association Distinguished Service Award (DSA). The association’s highest honor, the DSA, is awarded to individuals who have contributed significantly to the consumer financial services industry and the association’s growth on a national level, advancing its mission and objectives and elevating its image.
Frank is a graduate of the University of Baltimore School of Law and attended Washington Adventist University. He is admitted to practice in the District of Columbia.
He is listed in Who’s Who in American Law and has and “Ten” AVVO rating.
