September White Paper is Out!
AFSA’s State Government Affairs September White Paper covers municipal debt collection laws. In addition to state and federal laws governing debt collection, at least five municipalities have gone beyond the federal and state restrictions with local laws governing debt collection: the District of Columbia; Chicago, Buffalo, New York City, and Yonkers, New York.
The white paper provides an overview of each municipality’s debt collection restrictions and licensing requirements. The paper also discusses recent legislation in the District of Columbia that institutes additional significant restrictions on debt collection on an emergency basis, and 2020 changes in the New York City laws regarding language access services.
The white paper is released in conjunction with AFSA’s new survey of municipal debt collection laws. The paper is also available under the State Resources section of AFSA’s website.
