AFSA Concerns on ELT
AFSA’s State Government Affairs team submitted a comment letter to Service Oklahoma regarding the upcoming implementation of the state’s mandatory electronic lien and title (ELT) program, scheduled to begin July 1, 2025. AFSA and the National Title Solutions Forum (NTSF) expressed concern that the program is not ready for implementation and could disrupt lien perfection and titling processes for consumers and lienholders.
The letter outlines issues with the program’s lack of clarity, technical readiness, and limited stakeholder engagement. It also emphasizes the need for Service Oklahoma to engage directly with industry participants and to consider delaying implementation to allow more time for proper development and testing.
AFSA urges Service Oklahoma to take a collaborative approach to ensure the ELT system is fully functional and integrated with all relevant providers before the mandate takes effect.
