AFSA Promotes Key Association Voice

Celia Winslow to serve as Senior Vice President

WASHINGTON, DC (December 18, 2019) – The American Financial Services Association (AFSA) announced the promotion of Celia Winslow to Senior Vice President effective January 1, 2020. She currently serves as Vice President, Legal & Regulatory Affairs for AFSA, the nation’s leading trade association for the consumer credit industry.

“Celia has been a crucial part of AFSA’s success over the last several years, developing sound consumer-focused policy proposals, working with regulators and advocating strongly on behalf of our members and the tens of millions of American consumers who depend on access to credit to meet their financial needs,” said Bill Himpler, AFSA President & CEO. “I look forward to what the future holds for her and our association.”

In her expanded role Winslow will oversee all AFSA federal legislative and regulatory advocacy efforts, as well as continue her liaison work with AFSA’s Law Committee. Her expertise covers a wide range of legal, regulatory, and legislative issues associated with consumer credit, and she is a frequent speaker on those topics. Winslow works with member companies to draft AFSA’s responses to proposed regulations and legislation and directs AFSA’s amicus (friend-of-the-court) briefs. She has played a key role in working with regulatory policymakers in shaping pro-consumer credit policies. Winslow was recently named one of the 2019 Women in Auto Finance, awarded by Auto Finance Journal.

“Integrated and coordinated legislative, regulatory and legal teams will take full advantage of our association’s talents and amplify AFSA’s voice on Capitol Hill and among federal policymakers,” said Winslow. “The coming year will be an important one for consumers and their access to credit. Our AFSA team looks forward to advocating for policies that allow our members to grow what already amounts to almost $2 trillion in the American economy”

Before joining AFSA Winslow worked in the Development Office at the Pontifical North American College, America’s seminary in Rome. She holds a Bachelor of Arts in Politics from The Catholic University of America.
