AFSA’s NTSF Submits Letter
Last week AFSA’s National Title Solutions Forum (NTSF) submitted a comment letter regarding Louisiana HB 1086, which establishes a framework for mandatory electronic lien and title systems.
Why it matters: While NTSF supports modernization and the transition to electronic processes, the letter raises concerns that aspects of the bill could create operational challenges if not clearly defined and implemented with flexibility.
Key issues include the need for transparent system certification standards, flexibility for electronic documentation requirements, access to paper titles when necessary, and concerns with the two-day lien release requirement.
Go deeper: NTSF also highlighted potential cost and efficiency impacts from the bill’s structure, including requirements involving public tag agents, and emphasized the importance of ongoing stakeholder engagement during rulemaking.
This letter, along with SGA’s other recent letters, can be found on the direct advocacy section of AFSA’s website.
